The Hampton City Council met on Wednesday, November 9, 2016 at the Hampton City Hall for the regular scheduled meeting. Present were Mayor Skog; Council Members David Luhring, Jerry Huddleston, Kristina Waltman, and John Knetter. Also present was Marlin Reinardy, Water and Sewer Superintendent; and Chris Meyer, City Treasurer.
Regular Meeting Called to Order - Mayor Skog called the Regular Scheduled Meeting to order at 7:01 p.m.

Approval of October 11, 2016 Public Hearing and Regular Scheduled Meeting Minutes – Motion by Knetter seconded by Waltman to approve the October 11, 2016 Public Hearing and Regular Scheduled Meeting Minutes. All voted in favor. None opposed. Motion passed 5:0.
Approval of Disbursements – Motion by Knetter seconded by Luhring to approve the November disbursements excluding John Knetter‘s. All voted in favor. None opposed. Motion passed 5:0. Motion by Luhring seconded by Huddleston to approve John Knetter’s November disbursement. All voted in favor. None opposed. Motion passed 4:0. Knetter abstained from voting.
Public Comment – None.
Petitions, Requests, and Communications - Skog congratulated Victor Anderson, Kati Evertz-Garcia, and John Knetter on the 2016 election.
Ordinances and Resolutions -
Resolution 2016-13 - Adopting the 2016 Park Plan - Luhring explained that Planning Commissioner Reinardy recommended forming a park committee to implement the proposed plan. Huddleston agreed that involving the community would be beneficial and that including citizens from the Heights of Hampton and downtown area as well as members of the City Council and Planning Commission could work together when planning park improvements. Motion by Knetter seconded by Luhring to form a three to five member park committee when discussing park upgrades and improvements. All voted in favor. None opposed. Motion passed 5:0. Motion by Luhring seconded by Knetter to approve Resolution 2016-13 Adopting the 2016 Park Plan. All voted in favor. None opposed. Motion passed 5:0.
Reports of Officers, Boards, and Committees
Engineer Report – None.
Water / Sewer Report - Marlin Reinardy, Water and Sewer Superintendent reported that the discharge had been completed and all went well. Reinardy explained that the quarterly water samples sent into the Department of Health had shown a high level of coliform bacteria and although it was not harmful, it was something that was not wanted in the City water. Marlin confirmed that after draining the water tower and re-sampling was completed, tests came back fine.
Park Report – None.
Street Report - Luhring stated that he had the streets swept to clean leaves and other debris away as to keep the storm sewers clean and felt that the City streets should be ready for the upcoming snow season.
Unfinished Business – Ordinance Regarding Chickens in the City -
Wendy Carpenter, City Clerk said that she had incorporated the changes discussed at the previous meeting into a draft ordinance regarding chickens. Huddleston confirmed changes to the setbacks and lot size requirements had been amended to allow more flexibility. Marlin Reinardy confirmed that disposal of all droppings and manure was covered in the ordinance. Skog recommended posting the draft at City Hall for any additional public input. Carpenter said that she would prepare an official ordinance for Council approval at the December meeting.
