Hampton City Council Regular Meeting Minutes for September 10, 2019

The Hampton City Council met on Tuesday, September 10, 2019 at the Hampton City Hall for the regular scheduled meeting. Present were Mayor Knetter; Council Members David Luhring, Anthony Verch, and Kati Evertz-Garcia. Council Member Victor Anderson was absent. Also present were Marlin Reinardy, Water and Sewer Superintendent; Chris Meyer, City Treasurer; Cory Bienfang, City Engineer; and Brad Fisher with Bolton and Menk. 

Regular Meeting Called to Order - Mayor Knetter called the Regular Scheduled Meeting to order at 7:00 p.m. 

Disclosure of Interest – None. 

Approval of August 13, 2019 Special and Regular Meeting Minutes - Motion by Evertz-Garcia seconded by Verch to approve the August 13, 2019 Special and Regular Meeting Minutes. All voted in favor. None opposed. Motion passed 4:0. 

Approval of Disbursements –Motion by Luhring seconded by Evertz-Garcia to approve the September disbursements. All voted in favor. None opposed. Motion passed 4:0. 

Public Comment –None. 

Petitions, Requests, and Communications – Knetter thanked the Hampton Area Boosters for their efforts in planning a city festival that will take place September 14. 
Council discussed the scheduling of upcoming special meetings and public hearings that needed to take place. Motion by Verch seconded by Evertz-Garcia to hold a public hearing on October 8 at 6:00 p.m. on assessments in conjunction with the 2019 Street Project; October 8 at 6:30 p.m. for input on the Wellhead Protection Plan, Part II; and December 10 at 6:30 p.m. for the final approval of the levy. All voted in favor. None opposed. Motion passed 4:0. 

Ordinances and Resolutions – 

Resolution 2019-08 Approving the 2019 Tax Levy –Motion by Evertz-Garcia seconded by Luhring to approve Resolution 2019-08 Approving the 2019 Tax Levy set at $311,473.00. All voted in favor. None opposed. Motion passed 4:0. 

Resolution 2019-09 Approving a Donation to the City – Motion by Luhring seconded by Evertz-Garcia to approve Resolution 2019-09 Approving the Donation to the City of Hampton from Marlin Reinardy, Brett Reinardy, and the Overboard Bar for new flags to be used within the City. All voted in favor. None opposed. Motion passed 4:0. 

Reports of Officers, Boards, and Committees - 

Engineers Report – Cory Bienfang, City Engineer said that the 2019 Street Project was wrapping up for the year with final grading and turf restoration being completed. Knetter confirmed that some bit tapers had been placed in potentially high hit areas that could be damaged in the snowplowing season. Bienfang discussed the final project costs used to provide the assessment roll to the Council and included the 2012 Street Project roll for comparison. Motion by Luhring seconded by Verch to approve Resolution 2019-10 Declaring Cost to be Assessed and Ordering Preparation of the Proposed Assessment. The portion of the cost of the 2019 Street Project to be assessed against benefited property owners was declared to be $370,481.38. All voted in favor. None opposed. Motion passed 4:0. 
Motion by Evertz-Garcia seconded by Luhring to approve Resolution 2019-11 formally setting the Hearing on Proposed Assessments October 8 2019 at 6:00 p.m. All voted in favor. None opposed. Motion passed 4:0. 

Water / Sewer – Marlin Reinardy, Water and Sewer Superintendent stated that the 37 year old pumps in the lift stations needed to be replaced as there were now holes in the base of the pump and impeller and the cost could run as high as $10,000.00 a piece and confirmed with the City Treasurer that the dumping fees could fund the improvement. Reinardy said that he had found some rocks in the lift stations that may have been related to the recent construction project. 

Marlin explained that Josh Dixon was scheduled to be tested for his sewer license in October and that if he passes, it would allow himself to step back a bit and cut down on some of his own responsibilities. 

Reinardy mentioned that there was only one water meter left that was hard plumbed in to switch out and that he would be working with the property owner to complete the installation. Marlin commented on the quarterly water tests that came back fine. 
Deputy Jim O’Mara introduced himself as he was new to the day shift. Luhring inquired if there had been any traffic concerns at the intersection of Highway 50 and County Road 47. The Deputy said that he did have one vehicle run through the intersection during a hard rain storm. Evertz-Garcia asked if the Department had received any calls on a vacuum sales team going door to door or concerns with a van driving through the neighborhood. O’Mara confirmed that they had, but was unsure if any information was ever found on the van. 

Park Report – Evertz-Garcia thanked Verch for handling the repair on the play structure at the Heights of Hampton Park and said that the weeds would be sprayed in the playground areas at the end of the week. 

Street Report – None.

New Business 

Award Snow Plowing Contract – Verch stated the only quote looked to have adequate equipment for plowing. Motion by Verch seconded by Luhring to award the snow plowing contract to Ottomatic at a cost of $1,800.00 per snow event. All voted in favor. None opposed. Motion passed 4:0. 

Adjournment - Motion by Luhring seconded by Verch to adjourn the meeting. All voted in favor. None opposed. Motion passed 4:0. The meeting adjourned at 7:40 p.m.
