Hampton City Council Special Meeting and Regular Meeting Minutes for January 14, 2020

The Hampton City Council met on Tuesday, January 14, 2020 at the Hampton City Hall for a special meeting and the regular scheduled meeting. Present were Mayor Knetter; Council Members Anthony Verch, Victor Anderson, and David Luhring. Council Member Kati Evertz-Garcia was absent. Also present was Chris Meyer, City Treasurer.

Special Meeting Called to Order - The purpose for the special meeting was to discuss Resolution 2020-01 Setting salaries, fees, licenses and permits, charges for services, schedules, appointments and annual designations. Mayor Knetter called the special meeting to order at 6:38 p.m.


Verch offered to assist more with the water and sewer administration. Knetter confirmed that Ron Wasmund was the City Septic Inspector.

Council discussed fees and salaries. Wendy Carpenter, City Clerk recommended looking at some of the key staff that have been an asset to City and said that a six month performance review was given to the Deputy Clerk. Knetter stated that he and Luhring were on the hiring committee and had told Judy O’Brien that her wage would be reviewed at the six month period. Council agreed to increase the Deputy Clerk’s hourly wage to $17.00 and to also increase the Cleaning Staff’s to $15.00, and the Treasurer’s to $22.45 along with a 3% cost of living increase to the core City Staff including the City Clerk and Water/Sewer Administration. 

Knetter refrained from the discussion on his and his co-worker’s salaries.


There were no other changes discussed or public input.

Adjournment-Motion by Luhring seconded by Verch to adjourn the Special Meeting. All voted in favor. None opposed. Motion passed 4:0. The Special Meeting adjourned at 7:05 p.m.

Regular Meeting called to Order - Mayor Knetter called the Regular Scheduled Meeting to order at 7:05 p.m. Present were Mayor Knetter; Council Members David Luhring, Anthony Verch, and Victor Anderson. Council Member Katie Evertz-Garcia was absent.

Disclosure of Interest – Knetter stated an annual disclosure as he assisted with the water and sewer duties and was on the Fire Department as well.

Approval of December 10, 2019 Public Hearing and Regular Scheduled Meeting Minutes – Motion by Luhring seconded by Anderson to approve the December 10, 2019 Public Hearing and Regular Scheduled Meeting Minutes. All voted in favor. None opposed. Motion passed 4:0.

Approval of Disbursements – Motion by Luhring seconded by Anderson to approve the January disbursements. All voted in favor. None opposed. Motion passed 4:0.

Public Comment –

Jerry Beissel provided pictures of his fence and said that the snowplower had been plowing unevenly and the snow was piled against his fence, which was starting to bend. Luhring was concerned that the fence may have been like that previously. Verch stated that the contractor plows at his own discretion but the Council can give him direction if needed.
Joyce Beissel explained that she had discussed this problem with their neighbor last year but felt they should attend a meeting at this point.

Petitions, Requests, and Communications –

Council discussed the plowing and felt that it had been better then years past. Luhring mentioned that communication with the contractor was fantastic and he had been able to work with him to save the City money.


Ordinances and Resolutions

Ordinance 1127 – Adopting Schedule of Fees and Charges
Motion by Luhring seconded by Verch to adopt Ordinance 1127 including the Schedule of Fees and Charges. All voted in favor. None opposed. Motion passed 4:0.


Resolution 2020-01 - Setting salaries, fees, licenses and permits, charges for services, schedules, appointments and annual designations. Motion by Verch seconded by Anderson to approve Resolution 2020-01 with changes discussed and agreed upon at the Special Meeting. All voted in favor. None opposed. Motion passed 4:0.


Resolution 2020-02 – Appointing Election Judges
Motion by Luhring seconded by Verch to approve Resolution 2020-02 Appointing Election Judges for the Presidential Nomination Primary. All voted in favor. None opposed. Motion passed 4:0

Reports of Officers, Boards, and Committees Engineer

Report  None.

Water / Sewer Report – John Knetter commented on a water shut off that was broke on Birch Street due to a resident’s private snowplower and that he had staked it and would be repairing it in the spring.

Park Report – Knetter said that the temperature had been fluctuating but would be working with Evertz-Garcia on flooding the ice rink.

Street Report – Luhring said that cars in violation of the winter parking ordinance had been tagged and some towed and along with that the plowing was going well.

Unfinished Business – None.

New Business

Planning Commission Appointment – Motion by Luhring seconded by Verch to appoint Marlin Reinardy to the Planning Commission. All voted in favor. None opposed. Motion passed 4:0.

Adjournment - Motion by Luhring seconded by Anderson to adjourn the meeting. All voted in favor. None opposed. Motion passed 4:0. The meeting adjourned at 7:30 p.m.
