The Hampton City Council met on Tuesday, April 14, 2020 for the regular scheduled meeting by telephonic means due to COVID-19. Participants in the conference call were Mayor Knetter; Council Members Anthony Verch, Kati Evertz-Garcia and David Luhring. Council Member Victor Anderson was absent. Also present was Cory Bienfang, City Engineer.
Regular Meeting called to Order - Mayor Knetter called the Regular Scheduled Meeting to order at 7:12 p.m.

Approval of March 10, 2020 Regular Scheduled Meeting Minutes – Motion by Evertz-Garcia seconded by Luhring to approve the March 10, 2020 Regular Scheduled Meeting Minutes. All voted in favor by roll call. None opposed. Motion passed 4:0.
Approval of Disbursements – Motion by Luhring seconded by Verch to approve the April disbursements. All voted in favor by roll call. None opposed. Motion passed 3:0. Mayor Knetter abstained.

Annual Internal Audit – Council Members Luhring and Verch volunteered to conduct the annual internal audit with the City Clerk and City Treasurer.

Ordinance 1128 – Amendment of City Code Regarding Impoundment
Motion by Luhring seconded by Evertz-Garcia to amend the City Code Regarding Impoundment. roll call. None opposed. Motion passed 4:0.
Resolution 2020-03 Declaring a Local Emergency - All voted in favor Motion by Luhring seconded by Verch to Declare a Local Emergency due to COVID-19. All voted in favor by roll call. None opposed. Motion passed 4:0.
Reports of Officers, Boards, and Committees
Engineer Report – Cory Bienfang, City Engineer mentioned that he had conducted the 2019 Street Project walk thru and finalized punch list items including any drainage issues and broken concrete.
Water / Sewer Report – John Knetter said that there had been a failure at the City Hall’s forced main lift and that the pump was reported out as well as the circuit board. Knetter stated that they were working on the repair.
Park Report – Evertz-Garcia commented that on April 1 she had posted city park closure signs.
Street Report – Luhring stated that street sweeping had been scheduled and would be completed when weather
allowed.

Motion by Luhring seconded by Knetter to table the parking restriction discussion until the public could participate. All voted in favor by roll call. None opposed. Motion passed 4:0.
New Business
Award Mowing and Weed Control Contracts
Motion by Luhring seconded by Evertz-Garcia to award both the Mowing and Weed Control Contracts to the lowest quote, Ottomatic Lawn Care. All voted in favor by roll call. None opposed. Motion passed 4:0.
